Job Duties


The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Senior Accountant Projects in our Central Office’s Fiscal Division. This position is located in Richmond, Virginia.

The selected candidate will support VDOT’s financial processes and operations by providing Fiscal support for projects (road construction, relocation of utilities, and the like) administered by localities, and analyzing third party revenue from localities. Ensures sufficient internal controls are in place to accomplish goals and objectives. Follows-up on any outstanding issues in accordance with applicable state and VDOT policies and procedures.

Additional duties will include, but are not limited to:

Project Review, Analysis, and Updates: Update project information, project chart field relationships, open and close phases (preliminary engineering, right of way, and construction) and create and close out projects in Cardinal. Prepare monthly journal entries to reclassify locality participation for VDOT support work.


Internal Controls, Procedure Documentation and Process Improvement: Maintain familiarity with Agency Risk Management and Internal Control Standards (ARMICS) and other policy and procedure documentation and controls for assigned area. Identify changes or updates required to improve the completeness and accuracy of the documentation. Respond to inquiries from various audit groups. Identify process improvement opportunities and innovative solutions to business needs and lead implementation.


Customer Service and Special Assignments: Proactively assist internal and external customers in identifying and resolving financial issues. Facilitate the resolution of all issues and problems, providing guidance and direction to VDOT districts and divisions. Exhibit professionalism and courtesy in all interactions with internal and external customers. Perform other administrative or special projects as assigned.


Records Management: Maintain accurate and updated records for all processes and procedures for assigned business areas. Keep records of any instances where improvements can be referenced for possible inclusion into future procedures.

Allocations: Review project allocation budgets for third party revenue. Prepare quarterly budget journal submissions to Financial Planning as necessary.


Minimum Qualifications


• Ability to prepare financial and statistical reports.
• Knowledge of Generally Accepted Accounting Principles (GAAP).
• Ability to effectively manage time and work multiple assignments.
• Knowledge of state, federal, agency policies and procedures regarding applicable internal controls.
• Skills using automated financial and collection systems.
• Ability to research, investigate, analyze, reconcile, evaluate financial data in compliance with applicable accounting directives and procedures.
• Ability to work as a team member and simultaneously accomplish multiple priorities.
• Ability to perform in-depth financial reconciliations and journal entries.
• Ability to communicate effectively both orally and in writing and work as a team player.


Additional Considerations


• Experience in financial analysis, grant and fund accounting and financial management.
• A combination of training, experience, or education in Accounting, Finance, Business Administration, or related field desired.
• Skill in completing assignments accurately and with attention to details.
• Ability to develop and maintain effective working and interpersonal relationships with all divisions and customers.
• Strong organizational skills related to prioritization and completion of tasks.
• Strong interpersonal and communication skills including strong oral and written communication skills.
• Ability to serve as a resource to staff members in areas of special expertise.

VDOT is an emergency operation agency. Positions physically working within district boundaries, including those that administratively report to Central Office, may be assigned to emergency response duties at the discretion of the District Engineer or Administrator.
